Formal invitations will be directed to Mr. Prime Minister and specialized segment of the decision-makers in the central government and will also include:

• Senior officials from the ministers, agents and advisers.
• Specialist committees mentioned in Parliament.
• Governors and the heads and members of the provincial councils.
• Manufacturers in the beneficiary sectors.
• Federation of Industries and Chambers and businessmen.
• Embassies and members of the diplomatic corps in Iraq.
